Public Health Activities (SUPPORT TO NELP)

Overview of Projects:

The Leprosy Mission along with other ILEP partners is involved in supporting NLEP activities as per the MoU signed between Government of India (GOI) and ILEP members dated 24 th October 2007. The MoU was signed by DDG (leprosy), Dr P L Joshi and ILEP co-ordinator in India (representative), Dr G Rajan Babu, on October 24, 2007 in New Delhi. The MoU was signed in the presence of Joint Secretary in Ministry of Health, Government of India, Mr Debasish Panda, president of ILEP, Mr Rigo Peeters, DFIT secretary, Dr P Krishnamurthy and DADG (leprosy), Dr D M Thorat.

This MoU provides the formal framework for collaboration between Government of India and ILEP members active in India for the period starting from date of signing MoU to March 31, 2012. The guiding principles of ILEP support to NLEP are sustaining quality leprosy control activities (in line with WHO global strategy); ensuring ownership of programme by general health care system and synergizing resources for efficient leprosy control.

The major emphasis of MoU is on the thematic areas of support to build the capacity of general health care system to carry out quality leprosy services in an integrated approach and to sustain leprosy control activities.

The strategy envisaged is on the following:

• To improve Monitoring and Supervision system within the NLEP Programme.
•  To achieve a sustainable and efficient referral system for treatment of complicated cases of leprosy in the state, mainly through capacity building of the general health care staff.

The thematic areas of support include strengthening the planning, monitoring and supervision (including disease surveillance); support to Disability Prevention and Medical Rehabilitation (including referral system); operational research and socio-economic rehabilitation and community participation.

Each state government will draw an action plan with ILEP state coordinator of the respective state in consultation with all the ILEP partners working in the state, describing the objectives of the collaboration, respective responsibilities and contributions.

At the national-level, support is provided in the form of provision of National Consultant (DPMR), data entry clerk and office assistance; production of leaning material on DPMR; support to State Leprosy Officers review meeting; developing NLEP web-site; developing strategic document on behavioural change communications; provision of technical inputs for independent evaluations of NLEP. 

The major activities of NLEP support in the various states where TLM is involved are as follows:

Monitoring and Supervision:

•  Training of Trainers
•  Training of DLO and District Nucleus staff in Monitoring & Supervision
•  Regional Review Meeting – DLOs
•  SLO Field visits – Orientation in leprosy
•  Motor fuel Support to DN team

Capacity Building:

•  Orientation of CMO
•  Orientation of PHC Medical officer
•  Training of New D N Staff
•  Refresher training of DN staff who are trained in 2006
•  Orientation for Intern & Final year Medical student
•  Lab Technician Training
•  Supply of learning materials

DPMR & Referral:

•  Orientation of CMS of district hospital
•  Orientation of Medical Superintendents of C H C
•  Symposium for dermatologist
•  Orientation for Physio / NMS in POID activities
•  Orientation for Surgeon who will do RCS

Operational Research:

•  Support MDT supply logistic •  Improve functioning of D N •  Improve programme management •  Improve urban leprosy programme

SER & Community Participation:

•  Coordination with Govt. agencies, social welfare dept & NGO
•  Networking with self help group
•  Vocational training
•  Community participation

Coverage of States:

The Leprosy Mission is the coordinating agency for 7 States and TLM has placed experienced and senior professionals as State Coordinators to manage ILEP support as per the details given below:

Uttar Pradesh – Dr. P C Kanowjia
Maharashtra – Dr. (Mrs) Pramila Barkataki
Delhi – Dr. SPK Athreya
Chhattisgarh – Dr. B P Ravi Kumar
Manipur, Mizoram & Nagaland States (North East States) – Dr (Mrs) Annamma John

Uttar Pradesh

This is one of the largest states of India and The Leprosy Mission is the ILEP State Co-ordinator. NLR is the other ILEP partner. There are 71 districts in the state.

Maharashtra

It is yet another large state in India and TLM is the only ILEP agency supporting the State in NLEP activities. There are 34 districts and Mumbai which is a cosmopolitan city .

Delhi State

Delhi state is the Capital region of the Country. NLR, DFIT and GLRA are the other ILEP partners working in the state.

Chhattisgarh

This is one of the country's newly created states with a large population in the tribal belt. TLM is the only ILEP agency working in the state. The number of districts in the state is 18.

Manipur, Mizoram and Nagaland ( North East States)

Manipur, Mizoram and Nagaland are the TLM coordinated states. TLM is the only ILEP member working in these three state.

Other 7 States:

In addition to the above States, TLM is also involved in supporting NLEP support activities under the coordination of other ILEP member agencies. These seven States are - Andhra Pradesh, Orissa, West Bengal, Tamil Nadu, Jharkhand, Madhya Pradesh and Bihar.
